Just make a couple of copies of the pic and give them to the SFPD, contest security, & the Beach Patrol at the contest area. Couldn't hurt. At least that way they find out if he's packin' a heater.

Guy looks like he just broke out of a Gulag.... Luckily you can't ride a stolen bike away very quickly on soft beach sand.
