In response to years of crowding at Cowell Beach, the City Council on Tuesday unanimously approved new regulations limiting surfing schools at the popular instructional site to four and capping the number of students they can collectively teach to 32.
The debate over how deeply to regulate surfing instruction put the largely pro-business council in the difficult position of protecting safety and public access while also cutting revenue opportunities in a tourism-driven industry.
Councilwoman Hilary Bryant, a surfer who served on a committee of city officials, instructors and everyday waveriders tasked with hashing out new rules, said the regulations strike a balance between reducing crowding and supporting small businesses.
