I would be surprised if it wasn't a dolphin.
I surfed there on Sunday late-morning, based on the crowds either nobody cared or nobody knew. I didn't see a shark, but I did see a gal surfing with a cat woman mask on.

Coming straight at him, 150 feet away, saw it for a split second, 100% sure it was not a dolphin. Mmkay.
I was out on Sunday afternoon north of the sighting. There were a few dolphins. Not saying it was not a shark that was spotted, but there were definitely dolphins out and about.
I was there during this time and the description of the conditions is spot on... I paddled that rip section almost the entire time (8 am - 11 am) catching mostly lefts. The water quality was pretty good (meaning you could see clearly past my toes).
however I didn't see any signs of marine life. It was pretty mysto - at times you could barely see shore and at other times you couldn't, there was a full rainbow in the fog when moments of sun broke through and we were joking about how we expected to see unicorns trotting bye...
