@freddiebrooks -- From north to south, I'd recommend Cannon Beach; the infamously localized Seaside point break is close and accommodations are as spendy or budget as you'd like.
Next stop south, check out Pacific City. There's a brand new hotel there, a break right out front, and more surf with a little drive north or south.
If you're looking for something further south, I'd recommend Coos Bay.

Sea spout has it right on with Cannon and Seaside.
Since it's spring you might also try Short Sands which is just south of Cannon Beach and is like a wooded version of Sand Dollar.
Not sure about accommodations, but the best fish & chips I've had anywhere are just south of that in Manzanita and they have a few B&B's as well: http://www.urbanspoon.com/u/profile_photos/78691?photo_id=82988

that's interesting that you're looking for a surf vacation in a place that's colder than it is here. I prefer warm water if there's a choice.
